We believe Lockport’s vacant and neglected properties are a missed opportunity. Our mission is to bring these spaces back to life by creating new homes, local jobs, and long-term value for our community through smart reuse and redevelopment.
Problem
What's Stopping It
Davison Road Estates was proposed in good faith, with a plan that aligned with the Village’s own long-term goals. But shortly after submission, the zoning rules were abruptly changed, effectively shutting the project down before it could move forward. These last-minute changes were not part of a broader plan or community input, they were reactionary, and they block the kind of development Lockport says it wants.
The parcels in question include multiple existing buildings in what was once a vibrant commercial district. Most of these properties have been vacant for years, with some sitting tenant-free for over five years, generating no value for the community. Instead of welcoming new life, the Village changed the rules mid-game. This isn’t just about zoning, it’s about the future of Lockport. Progress doesn’t come from fear or resistance. It comes from thoughtful action, and Davison Road Estates is exactly that.
The City created an entirely new zoning code that excluded projects like Davison Road Estates—after we had already invested time, resources, and community outreach. This wasn’t about planning. It was about pushing us out.
